And I looked, and behold, these little wings planned to set themselves up and hold the rule: For And I looked, and behold, see 2Esdras 11.2. These little wings refers to the four small wings that remained in their place (verse 24), which Good News Bible makes clear. Little wings is literally “underwings” (Revised Standard Version footnote; see the comments on 2Esdras 11.3). Good News Bible has a helpful model for this verse.
