These two verses are the response to the previous three verses: Yahweh is mindful of his people and will answer their prayers. When used of God the verb “remember” means more than merely an act of recalling something that happened in the past; it is not just a fleeting recollection but a positive activity. It is to become aware of, to adopt an attitude that will lead God to take action on behalf of his people. So the translation can be “The LORD will not forget our needs.”
All three groups of verses 9-11 are included: the house of Israel, the house of Aaron, and those who fear the LORD. For verse 13a Good News Translation has the verb “honors,” whereas in verse 11a the same Hebrew verb is translated “worship.” Either “worship” or “reverence” should be used in both places. To the last group is added the all-inclusive both small and great, that is, everyone, regardless of status or social position. Both small and great in modern English appears to embrace people who are small in stature and those who are great in renown. In many languages this may be translated, for example, “important and unimportant people” or “high people and low people.”
