This man, when he succeeded to the kingdom may be rendered “After this man [or, Antiochus] became king.”

Appointed one Lysias to have charge of the government: Lysias was the man chosen by Antiochus~IV to look after affairs while he was away, and to act as regent for his young son Antiochus~V (see 1Macc 3.32-33; 6.17). He must have functioned like a prime minister.

And to be chief governor of Coelesyria and Phoenicia: We agree with Goldstein and Doran that the Greek word translated chief governor is actually a proper name, Protarchus. So we should render this clause as “and appointed Protarchus governor of….” For Coelesyria see the comments on 1Macc 10.69; for Phoenicia see the comments on 2Macc 3.5.

We offer the following model for this verse:

• When this man [or, Antiochus] became king, he appointed Lysias to be in charge of government affairs, and appointed Protarchus as governor of Greater Syria and Phoenicia.
