Said to Moses: see 4.1.

Say to the people of Israel: while this may be changed to indirect speech, the actual words of the LORD affirming his identity should probably be retained as a direct quotation, as in Good News Translation.

I am the LORD your God: this affirmation is often found at the beginning or the end of a list of commandments (see, for example, verse 30; 19.3, 4, 36; 20.24; Exo 20.2; Ezek 20.19); it is the basis on which the commandments are founded. Moffatt transposes it to the end of the previous section (at the end of chapter 17). But translators are advised to translate it here. It should be rendered in such a way as to give it prominence, rather than making it a part of some other phrase (compare 11.44).
