The LORD will reverse Israel’s fate, turning it from disaster to prosperity. For the details of this verse, see 1.10, where the same imagery is used.

For evil see 1.14.

Watched over is rendered in Good News Translation as “took care to.” The idea is that the LORD made these things happen, not that he simply watched or looked on as they happened. See 1.12.
