Nations and coastlands are favorite terms in the latter half of the book of Isaiah, and as a shepherd keeps his flock is also found there (Isa 40.11). For the meaning of coastlands, see 2.10, where Revised Standard Version has “coasts.”

He who scattered Israel is a reference to the LORD (Good News Translation “I scattered my people”). Die Bibel im heutigen Deutsch has “I [the Lord speaking] was the one who scattered Israel to all the winds.”
