How would anything have endured if thou hadst not willed it?: This is a rhetorical question; the expected answer is “It could not have.” Good News Translation is a good model for translating as a question, but it is possible to translate it as a statement: “Nothing could have lasted if you had not wanted it to.”

Or how would anything not called forth by thee have been preserved?: Here is another rhetorical question, which is similar in meaning to the first one. Have been preserved is parallel to have endured. Good News Translation is again a good model for translating as a question.

For the whole verse it is possible to combine the two lines, translating them as a statement:

• Nothing could have lasted if you had not created it, or if you had not wanted it to endure [or, exist].
