For they sought out every sort of wickedness, till vengeance came upon them: The first line says that the people of northern Israel actively sought out wicked things to do. Good News Translation “They tried all kinds of wickedness” is all right. The vengeance that came on them was from the Lord; Good News Translation makes this explicit by rendering the last line as “until the Lord took vengeance on them.”
It is possible to combine verses 24 and 25 as follows:
• The people of Israel sinned so much and in so many ways, that the Lord finally took vengeance on them [or, punished them] by causing their enemies to lead them away as prisoners from their land.
