Verse 49 refers back to the events in verses 47-48 as the reason why the psalmist praises God.
The two verbs extol and sing praises are also used in 7.17 (see comments there on “give … thanks” and “sing praises”).
Nations may be specifically “the heathen” (see comments at 2.1).
I will extol thee … among the nations may be rendered “I will speak well of you to the tribes.”
For name see comments on 5.11. The expression sing praises to thy name may sometimes require adjusting; for example, “I will sing and say that your name is (or, you are) great.”
