“Every one who is arrogant is an abomination to the Lord“: “Arrogant” is literally “lifted up in heart.” For “abomination to the Lord” see 3.32. We may translate this line with “Every one” as the subject; for example, “Everyone who is proud is disgusting to the Lord.” Or we may make “the Lord” the subject: “The Lord hates everyone who is proud.”
“Be assured, he will not go unpunished”: “Be assured” translates the idiom “hand to hand” used first in 11.21. See there for comments. Refer to 11.21 also for “will not go unpunished”. We may translate this line positively; for example, “You may be certain that kind of person will be punished,” or as an active clause “. . . that God will punish them.”
