Compare 5.15. Here the Hebrew text mentions the priest explicitly as the person to whom the ram must be brought. This information could have been left implicit as in 5.15 (see HOTTP), but for some reason the writer decided to make it explicit. It should therefore be made explicit in the receptor language unless there are compelling reasons to do otherwise.
A ram … out of the flock: while the word translated flock in Revised Standard Version may in certain contexts refer to goats as well as to sheep, the term translated ram makes it quite clear that only sheep can be understood here. The Good News Translation rendering is therefore not recommended.
