This verse develops and summarizes what is said at the end of verse 22. For this reason it may be desirable to insert some kind of transition word at the beginning of the verse. New Jerusalem Bible introduces it with “So….”

Cereal offering: see chapter 2.

Wholly burned: that is, burned completely for God. In some languages it will be wise to make explicit the fact that it is burned for God. Translators should be careful to avoid translating in such a way as to give the impression that the cereal offering is identical with the whole burnt offering.

In some languages it may be more natural to restructure as in Good News Translation so that “not eaten” comes before “be burned.”
