Then: the transition word here should indicate that the next step in a series of events is taking place.

The second: clearly meaning “the second bird.” But in some languages it will be better to translate “the other bird.”

According to the ordinance: the root meaning of the word used here is “judgment, verdict.” But here it simply means according to the “rules” or “directions” given for normal whole burnt offerings.
