They: this subject pronoun is again indefinite, as in verse 11. If it cannot be translated as a passive, the subject may be understood as being the same as in the previous verse, or as a different but equally unspecified group of persons. Some possible models are “Someone arrested him” or “People took him captive.”

Put him in custody: this may have to be translated “arrested him and held him,” or “assigned someone to guard him,” or something similar.

Till the will of the LORD should be declared to them: this passive construction will have to be rendered actively in many languages. Some suggestions are “until the LORD should reveal his will to them” or “waited to find out what the LORD wanted them to do with him.” Compare Good News Translation.
