Some translators do not believe that verses 9-10 fit at this point. Dhorme, for example, places verses 9-10 after verses 11 and 12. New English Bible has the order 9, 11, 12, 10. There does not seem to be sufficient reason to transpose these verses, and it is recommended to translators that they keep them in their traditional order.

Who among all these does not know that the hand of the LORD has done this?: verse 9 in Hebrew is a rhetorical question as in Revised Standard Version. Good News Translation has expressed it as a statement. Who among all these does not know may refer either to the creatures in verses 7-8, or to the humans who can learn from the creatures. Both Revised Standard Version and Good News Translation understand it to refer to the creatures, that is, “All of those creatures know.” Hand of the LORD translates “hand of Yahweh.” This is a rare usage because nowhere else does the name Yahweh occur as the name of God in the speeches between Job and his friends. Some Hebrew manuscripts read “Eloah,” which may be a correction made by copyists. This at the end of the verse may refer to all that Zophar has said. It seems best, however, to take it as referring to what God has done with his creatures, that is, that he has given them life, which witnesses to his wisdom. This idea is expressed by Good News Translation, “The LORD’s hand made them.” Bible en français courant translates “Among all these creatures, which one still does not know that all that happens is the work of the LORD?” Biblia Dios Habla Hoy says “Is there still anyone who does not know that God has done all this with his hand?” Either of these, as well as Good News Translation, are good models to follow.
