Zedekiah king of Judah: See verse 1 and 1.3.

To Zedekiah king of Judah I spoke in like manner is rendered “I said the same thing to King Zedekiah” by Good News Translation. Revised English Bible renders “I have said all this to Zedekiah king of Judah.” Moffatt uses a third person reference for Jeremiah: “Jeremiah gave the very same message to Zedekiah, king of Judah.” Although this is not strongly recommended, it can help avoid confusion. If using the first person “I” makes it seem the LORD is still speaking, then Moffatt is helpful here.

Bring your necks under the yoke of: See verse 8.

And live: The people will be allowed (by the LORD) to live only if they submit to Nebuchadnezzar. Therefore better translations are “Then you will go on living” (Die Bibel im heutigen Deutsch) and “and you will save your lives” (Bible en français courant).
