But the LORD said to Moses begins with the usual conjunction waw, which here means But, since Yahweh is countering the proposal of Moses. Whoever has sinned against me is literally “Who which sinned to me,” meaning “He who has sinned against me” (New Jewish Publication Society’s Tanakh). Good News Translation puts it in the plural, “It is those who have sinned against me.” Him will I blot out of my book is simply “I will wipe him from my book.” (See the comment at verse 32.) Contemporary English Version reorders the clauses of the verse as follows: “I will wipe out of my book the name of everyone who has sinned against me.”
