Thou mayest indeed find individual men who have kept thy commandments, but nations thou wilt not find: Here Ezra claims there are probably several individuals who have kept God’s commandments, but not whole nations. Individual men is better rendered “individuals” (New Revised Standard Version, Good News Bible). Good News Bible provides a helpful model for this verse. Contemporary English Version‘s following model is also good:

• Here and there, you may find one or two people who have completely obeyed your Law, but you will never find an entire nation.”
