Both Revised Standard Version and Good News Bible have a paragraph break here, which we recommend.

Let Jews be enrolled in the king’s forces to the number of thirty thousand men means that King Demetrius allows Jews to be a part of his army up to a maximum of 30,000 men. In languages that do not have the passive voice, we may say “Jews may join [or, serve in] my army to the number of 30,000 [or, thirty thousand] men” or “I will let as many as thirty thousand Jewish soldiers join my army” (Contemporary English Version).

And let the maintenance be given them that is due to all the forces of the king refers to paying the Jewish soldiers the same amount as the king’s other troops. There was no reason why Jews, as a subject people of the empire, could not be forced into the military service. In previous relations with Demetrius, Jews were his opponents. Now he needs the Jewish militia, and is willing to pay them as mercenaries to be on his side. Demetrius uses the expression the king to refer to himself (see also verses 37, 40, 43-44). Some languages may prefer to render this expression as a first person pronoun. Alternative models for the last half of this verse are “and they will be paid the same as the other soldiers” (Contemporary English Version) and “and I will pay them the same amount as….”
