And their neighbors helped them with everything, with silver and gold, with horses and cattle, and with a very great number of votive offerings from many whose hearts were stirred: See the comments on verses 6-7. Many whose hearts were stirred refers to the neighbors who were led by God to give these things (see the comments on 1 Esdras 2.2 for the idiomatic expression here).

Here are alternative models for this verse:

• Their neighbors helped them with everything they needed: money [or, silver and gold], horses and other livestock [or, horses and cattle], and a great number of animals to be offered as sacrifices [or, to be sacrificed] to fulfil vows. Many people felt themselves led to do this.

• … and a great number of animals for them to sacrifice to fulfill vows they had made. Many people felt God leading them to do this.
