Exegesis:

palin de ho Pilatos prosephōnēsen autois ‘once more Pilate called out to them,’ without stating what he said. For prosphōneō cf. on 6.13. Note the punctiliar aorist tense of prosephōnēsen as contrasted with epephōnoun in v. 21.

thelōn apolusai ton Iēsoun ‘wanting to release Jesus,’ indicating his intention in calling out to the people.

Translation:

Desiring. The reason may better be mentioned first, cf. e.g. “P. wanted to set Jesus free, so he called out to the crowd again” (Good News Translation).
