And indeed you are faithful and true: This means God has always kept the promise mentioned in the preceding verse.
Here is an alternative model for verses 10-11:
• 10 You promised that any time we were in trouble and faced a serious threat, we could come to this place and pray to you. And because you have such love for Israel, you promised you would hear us. 11 That is a promise you have always kept.
