The word which came to Jeremiah from the LORD: Good News Translation omits this information here, as does Die Bibel im heutigen Deutsch, which places verses 8 and 9 together. The expression is repeated at verse 12, where it is more natural in most languages in any case.

Covenant … to make a proclamation of liberty: Good News Translation renders this “an agreement to set free.” This represents an attempt to put into effect the laws of Exo 21.2, which required that a Hebrew male slave be set free after six year’s service, and Deut 15.12, where the law was extended to female slaves as well. For covenant see 31.31. In this context, “agreement” of Good News Translation is acceptable.
