As in 5.7 and 12.8, provision is made in the following verses for those who may be too poor to bring the required offering.
Cannot afford so much: literally “his hand cannot reach.” In many cases it will be clearer if this is translated “does not have the required offerings.” New Jerusalem Bible has “cannot afford all this,” which clearly refers to the requirements in verse 10. Good News Translation‘s “any more” seems to refer forward to the one lamb and the lesser amount of flour.
