Then: once again the transition word should indicate movement toward another step in a progression of events.
He: the pronoun refers to Moses, and this should be made clear in translation. Otherwise the reader may think that it refers to Aaron.
The bull of the sin offering: see 4.3-12.
Laid their hands upon the head of the bull: see 1.4. On the use of the singular or plural of “hand,” see 4.15. The repetition of the bull of the sin offering may be considered unnecessary in many languages; Good News Translation, for example, uses a simple pronoun.
